Hoodie ban slapped on 'untouchable' yob

An Anti-Social Behaviour Order has been slapped on a 13-year-old boy who told police they were powerless to touch him.
Luke Edmund Dunlop, of Kier Close, Lillington, has been banned from wearing a hood or cap over his head at night and given an 8.30pm to 7am curfew.

Authorities decided to act after a range of other measures failed to curb his unruly behaviour.

The former North Leamington School pupil is subject to a total of 13 restrictions in the wide-ranging order aimed at protecting the public.

He came to the attention of the police aged just 12.
Pc Rachel MacDonald said: "He's been involved in assaults, intimidating behaviour, damaging property and getting drunk to the point where he doesn't know what he's doing.

"He's only 13 but his behaviour is more of what you would expect from a 17-year-old persistent offender.
"He said: 'you can't touch me', 'you can't do anything'.

"It is not the normal course of action to seek an Asbo for a person of his age, but he's been offered every sort of help there is.

"It will mean he can't go round terrorising the community like he has been."

Dunlop is banned from contacting five friends or encouraging anyone to do things he is banned from.
Pc MacDonald said: "He doesn't keep his friends very long.

"He has been known to assault them if they don't do what he says."

Dunlop's crimes include an assault on a police officer.

The order also prevents him from throwing missiles, using foul and abusive language and being a nuisance at shops.

He is barred from entering St Paul's Square, Leicester Street, Sydenham or Kennedy Square in Leamington unless accompanied by an adult.

Dunlop faces up to two years in a young offenders' institution if he is found guilty of breaching the order, which was passed by Leamington magistrates last week and lasts until June 2007.

He attends the Pupil Referral Unit for expelled pupils, where he is said to be making progress.
