THE BATTLE FOR POWER: WHO IS STANDING

The three main parties have launched their manifestos for the battle to run Warwick District council.
Popular promises are improving council services, future flood prevention and providing more affordable housing.
The controlling group Labour holds 17 of the 45 seats on the council. They are launching their manifesto today (Friday) with the help of
former education secretary and Brunswick ward councillor Estelle Morris.
They are focusing on regeneration and community development, waste and recycling, affordable housing, community safety, flood alleviation and quality of services.
Leader Coun Bob Crowther said: "We are confident it is a do-able programme focused on things we think are really important.
"We are committed to the process of Best Value and the process of community planning. We look to target services to what the community really wants.
"We'd love to come out with a majority but it will be quite a push to achieve that."
The Liberal Democrats hold 13 of the council seats. Their manifesto promises a more open and efficient council, a greener, cleaner and safer district with better investment and transport in towns and villages, better housing provision and improved leisure and tourism.
Leader Coun Margaret Begg said: "We are particularly keen members of the public are able to speak at planning meetings.
"Planning is something the public are very interested in and the meetings are the most attended at the town hall.
"In other areas of the country, members of the public can express their opinions or support and they are given three minutes and just one person to represent a group of views, so it doesn't take up a lot of time.
"We also want to protect the environment and we are very keen to promote doorstep recycling.
"We are also anxious to be more effective in our control of litter both through increasing awareness and fining people who drop litter."
The Conservatives are making six promises to voters.
They say they will spend council money better, distribute it more fairly and improve services.
They will also try to prevent future flooding, protect the town from damage caused by planning decisions whilst providing more affordable housing and oppose plans for regional government.
When asked if the Conservatives would win more than their 10 current seats in the May election, leader Coun John Hammon said: "I hope we do.
"I am quite confident that we are in with a fighting chance of taking control of the council this time."
Referring to affordable housing, he said: "It is a very expensive area for people to live and people do need help in coming to live here. We do want to make it possible for people to live here."
