Asset could be an earner for council
There is absolutely no reason at all why parts of the building not comprised in the library and art gallery should not be leased to private enterprises in return for rent and service charge which the council can use to maintain and repair the historic, listed parts of the building.
Leases can be drafted in such a way that the council can forfeit them for breaches during the terms and repossess the premises let at the end of the terms without the tenants gaining security of tenure.
